Clearly, government agencies that do not perform well in the IT CPIC (Business Case Development) arena are much more vulnerable to funding erosion than those with robust programs. Yet real CPIC success goes well beyond funding: CPIC processes must result in tangible mission improvement. For example, CPIC must be integrated with the organization Enterprise Architecture to ensure business case alignment and CPIC portfolio management must ensure adequate investment performance. Properly implemented and executed, CPIC processes will create IT investment portfolios that deliver optimal support to the agency mission, and they will be instrumental in moving the agency PMA scorecard to green. We understand the process, the environment, and the key participants. And we have the right experience: in business case evaluation, in portfolio management; and in governance process development, implementation, and evaluation.
MNB is experienced with developing and maintaining Agency Exhibit 300 submittals. We have developed and maintained two eGov business cases, developed and maintained an Agency’s Exhibit 300 business case for the acquisition, design, development and deployment of an enterprise content management system comprised of collaboration, electronic records and document management, version control, workflow, federated search, email integration, and forms builder.
We have facilitated both management and subject matter expert sessions to identify potential risks and documented these risks into a risk management and mitigation plan. We have facilitated sessions to identify performance measurements and metrics.
We have helped customers to develop and maintain project management plans and schedules, track and report on earned value analysis; We have helped customers establish communications and outreach programs and training programs; We have helped customers establish governance structures comprised of Executive Boards, Advisory Committees, and commissioned Workgroups; We have helped customers complete their FISMA self-assessments; and, we were asks to participate on a Federal Agency’s Exhibit 300 review team, where we assisted the Agency develop a self-scoring criteria and then helped self-score over 77 Exhibit 300 business cases from across their Agency prior to submittal to the Office of Management and Budget (OMB).
