Clearly, government agencies that do not perform well in the IT CPIC (Business Case Development) arena are much more vulnerable to funding erosion than those with robust programs. Yet real CPIC success goes well beyond funding: CPIC processes must result in tangible mission improvement. For example, CPIC must be integrated with the organization Enterprise Architecture to ensure business case alignment and CPIC portfolio management must ensure adequate investment performance. Properly implemented and executed, CPIC processes will create IT investment portfolios that deliver optimal support to the agency mission, and they will be instrumental in moving the agency PMA scorecard to green. We understand the process, the environment, and the key participants.
